While the multi-year drought is gone for now, it’s unrealistic to think water won’t be scarce again.  With the region’s semi-arid climate, frequent droughts are a regular occurrence.  Moveover, the region supports millions of people, many farms and numerous ranches – all requiring water to sustain life and commerce.
